    Public & Institutional

Paving for Public, School & Institutional Properties

Public and institutional pavement carries pedestrians, buses, service vehicles and emergency access, and the work has to survive procurement review as well as traffic. Summit builds procurement-ready submissions with traffic control, safety planning and the documentation your file requires.

    Overview

Built for the Bid File, Not Just the Site

Public work is judged twice: once on the pavement and once on the paperwork. Submissions need scope clarity, quantities, schedule, traffic control and the documentation the agency has to retain — and the schedule has to respect summer windows, session calendars and event dates.

Campuses and public facilities also carry mixed traffic. Bus loops, service drives and fire access see loads that passenger parking never does, and the section design should reflect that instead of averaging the whole property.

Summit submits through the intake process, provides the standard documentation package on request, and closes each project with reporting suitable for the procurement file.

    FAQ

    Program Questions

How do we invite Summit to bid?

Use the municipal and HOA intake form to submit the invitation, scope, due date and any documentation requirements. Bid invitations are tracked from receipt so nothing depends on an individual inbox.

    What documentation can you provide?

Certificate of insurance, W-9 and references are provided on request, typically the same business day. Additional agency-specific forms are completed as part of the submission when they are included with the invitation.

Can work be scheduled around school sessions?

Yes. Campus paving is normally scheduled into summer breaks, long weekends or session gaps, with phasing so bus loops, staff parking and emergency access remain usable. The schedule is agreed before mobilization.

Do you provide traffic control and pedestrian safety planning?

Yes. Signage, routing, barricades, pedestrian separation and emergency access are planned as part of the scope on public and institutional sites rather than handled improvisationally in the field.

Why do bus loops fail before the rest of a school lot?

Bus loops carry concentrated turning loads far heavier than passenger vehicles, often on the same section thickness as staff parking. The correct fix is usually a heavier section or full-depth correction in the loop alone, not repaving the whole property to the same spec.

What documentation do we receive at completion?

The closeout package includes scope and quantities, before and after photos, crew field logs with weather and materials, and a completion report formatted for procurement and facilities records.
