2. Condition Rating & Capital Plan
Every segment receives a written PCI-style condition rating, a recommended treatment, and estimated remaining service life, packaged into a 3- to 5-year capital plan that maps onto your fiscal year — not ours.
3. Procurement-Ready Submission
Bid response or sole-source proposal with line-item unit pricing, scope narrative, references, W-9, certificates of insurance, additional-insured language, and bonding capacity confirmation, formatted for council packets.
4. Traffic Control & Public Notice
MUTCD-based traffic control plans, lane and lot phasing so access stays open, and resident or business notification handled in advance when your agency requires it.
5. Documented Execution
Marked trucks, on-site supervision, and per-shift logs covering start and stop times, materials applied, batch tickets, weather conditions, and GPS routes with before, during, and after photography.
6. Close-Out & Records Packet
Within 10 business days of substantial completion you receive scope-vs-actual, photo log, materials manifests, warranty registration, and an updated capital plan ready for the next budget cycle.

Bid Timing
Do you respond to formal RFPs and invitations to bid?
Yes. We routinely respond to municipal RFPs, ITBs, and quote requests. Submissions include line-item unit pricing, a scope narrative, references, W-9, certificates of insurance, and bonding capacity confirmation. Send the solicitation and due date and we will confirm receipt and intent to bid.
How much lead time do you need before a bid due date?
Five business days is comfortable for a standard sealcoating, striping, or crack sealing solicitation. Ten to fifteen business days is better for paving, overlay, or multi-site pavement management packages that require a site walk, core data, or subcontractor quotes. We will still respond inside 48 hours if that is what the calendar allows — tell us the due date first and we will confirm feasibility the same day.
When should we solicit to get the work done this season?
In Montana and North Idaho the reliable production window is roughly late April through mid-October. Award by February or March for paving and overlay, by April for sealcoating and striping, and by August for winter snow and de-icing contracts. Solicitations awarded after mid-August frequently push surface work into the following spring because of overnight temperature limits.
How long is your bid pricing held?
Unit pricing is held 60 days from submission by default, and longer when the solicitation requires it. If oil-based material indexes move materially during a longer hold, we say so in the bid rather than adding a surprise escalation later.
Compliance
What insurance coverage do you carry for public work?
We carry commercial general liability, auto liability, and workers' compensation coverage that meets or exceeds typical municipal contractor requirements. Certificates and additional-insured endorsements naming your agency are issued on request before mobilization.
Can you meet prevailing wage and certified payroll requirements?
Yes. On projects subject to Montana prevailing wage or federal Davis-Bacon requirements, we bid at the applicable rates and submit certified payroll on the schedule the contract sets. Tell us the wage determination that applies when the solicitation goes out so it is priced correctly from the start.
Do you provide bid, payment, and performance bonds?
Yes. We maintain bonding capacity for the project sizes we pursue and can furnish bid bonds, payment bonds, and performance bonds when the solicitation requires them. Bonding capacity confirmation from our surety is included with bid submissions.
Is your sealer compliant with coal-tar restrictions?
Our Pitch Black sealer is coal-tar-free, so it satisfies jurisdictions that restrict or ban coal-tar sealers and agencies with stormwater or PAH-reduction policies. Product data sheets and SDS documentation are supplied with the bid package.
Do you handle traffic control and public notification?
Yes. We prepare MUTCD-based traffic control plans, phase lanes and lots so access stays open, and coordinate advance notice to residents or businesses when the agency requires it.
How do you address ADA requirements on public lots?
Restriping work verifies stall counts, aisle widths, and signage against current ADA standards before layout, and we flag slope or ramp conditions that a striping crew cannot correct. Deficiencies that need civil work are documented in writing so the agency has a record and a remediation path.

What documentation comes with a bid submission?
A standard package includes the completed bid forms, line-item unit pricing, scope narrative and schedule, W-9, certificate of insurance, bonding confirmation, references with contacts, key personnel, safety record, product data sheets and SDS for every material, and our capability statement. We match the agency's forms rather than substituting our own.
How do you document winter treatments for liability defense?
Every treatment is logged with date, time, route, material, and application rate, backed by GPS tracking on equipment. Agencies receive a per-event record they can file directly into a claim response.
What close-out documentation do we receive?
A close-out packet with scope-versus-actual quantities, before and after photography, material manifests and batch tickets, warranty registration, as-striped layout notes, and an updated condition inventory. It is formatted so it can be attached to council packets and retained for audit.
Seasonal Contracting
Do you hold seasonal and multi-year contracts?
Yes. Snow and ice, de-icing, dust control, and pavement maintenance are all commonly awarded as seasonal or multi-year agreements with renewal options. Seasonal agreements lock unit rates and response priority before the season starts, which is the main reason agencies award them early.
How are seasonal snow and de-icing contracts priced?
Per-event and per-unit pricing by route or site, with optional seasonal minimums, is the standard structure. Trigger depths, response times, and material rates are written into the agreement so both sides know what activates a call-out and what it costs before the first storm.
Can you phase work across multiple fiscal years?
Yes. The capital plan we deliver after the condition assessment prioritizes segments by remaining service life and risk, so an agency can fund the highest-return work first and carry the remainder into subsequent budget cycles without losing the inventory or the ratings.
What happens if weather pushes scheduled work past the season?
Surface treatments have hard temperature and moisture limits, so we will not place material outside them. If weather closes the window, the remaining scope is documented, held at contracted pricing, and rescheduled to the front of the next season's calendar rather than forced in and warrantied poorly.
