2027 Planning & Procurement
Plan, Budget and Bid Your 2027 Asphalt Paving Project
One place for commercial owners, property and facility managers, HOAs and private road associations, contractors and developers, public and institutional buyers, and qualifying residential projects to get a scope, a budget basis and a bid response for the 2027 season — and to check what can still be performed in 2026.
What Planning With Us Covers
- Budget planning. A scope and quantity basis you can carry into a capital request, reserve schedule or annual operating budget.
- Site walk. A walk of the surface to identify base, drainage, edge and transition issues before anyone writes a number.
- Plans and specs. Upload drawings, prior scope documents or a full bid package with your request.
- Bid deadlines. Tell us the bid-due and award dates and the response is built around them.
- Phasing and access. Tenant hours, drive lanes, resident notice and night or weekend windows planned into the schedule.
- Vendor prequalification. Insurance, W-9 and procurement forms completed as part of the submission.
Where We Pave
Core paving and resurfacing work is in the Flathead Valley and Northwest Montana — Kalispell, Whitefish, Columbia Falls, Bigfork, Lakeside, Somers, Polson and the surrounding area. Projects outside that core are evaluated individually based on size, schedule, route density and mobilization. Maintenance services such as sealcoating and striping cover a wider footprint than paving does.
Start From Your Buyer Path
Each path below covers how scope, documentation and scheduling differ for that buyer. Use them to prepare before the site walk.
Commercial owners & property managers
Multi-tenant lots where phasing, drive-lane access and tenant notice drive the schedule as much as the scope.
HOAs & private road associations
Road inventories, reserve-study alignment and board-ready scope options for an annual meeting or budget vote.
Contractors & developers
Plan takeoffs, quantities, bid alternates and sitework interfaces for projects going out to bid.
Public & institutional buyers
Procurement-ready submissions, vendor prequalification paperwork, traffic control and closeout documentation.
Overlay & resurfacing programs
Condition review that determines whether next year's budget should fund preservation, overlay or reconstruction.
Qualifying residential projects
Larger driveways and shared private approaches scheduled around commercial production windows.

2027 Paving Budget & Bid Checklist
Work through these before you request bids. Every item below changes the number a contractor gives you — or makes two bids impossible to compare.
Define the surface you actually have
- Note where water stands after a storm and where the edges or curb transitions have failed
- Mark alligatoring, soft spots and patch history — these decide overlay versus rebuild
- Photograph problem areas so the same conditions are described in every bid you collect
Set the scope and quantity basis
- Approximate square footage by area, not one number for the whole property
- State new paving, overlay or repair separately so bids stay comparable
- List striping, ADA stalls, fire lanes and signage as their own line items
Establish budget and approval dates
- Identify who approves the spend and when their calendar closes
- Note whether the funds are capital, reserve or operating
- Give bidders a bid-due date and an intended award date, not just a season
Document access and phasing constraints
- Business hours, delivery windows and drive lanes that must stay open
- Resident or tenant notice requirements and who sends them
- Whether night, weekend or half-lot phasing is acceptable
Prepare the procurement package
- Plans, specs, prior scope documents and site drawings in one file
- Insurance, W-9 and vendor prequalification forms your organization requires
- The bid form, exclusions and assumptions you expect every bidder to answer

2027 Planning Questions
- When should we start planning a 2027 asphalt project?
- Start while the 2027 budget is still being written. Scope, quantities and access constraints established in the fall and winter give you comparable bids and a realistic place in the following season's schedule instead of a rushed late-season decision.
- Can work still be scheduled in the 2026 season?
- Remaining 2026 availability depends on weather windows, crew scheduling and the scope involved. Repairs, crack sealing and smaller scopes are easier to fit late in the season than full paving. Request 2026 availability and we will tell you what is realistic rather than promising a date we cannot hold.
- Do you handle vendor prequalification paperwork?
- Yes. Send the prequalification packet, insurance requirements and any procurement forms with your request and we will complete them as part of the bid response.
- What area does Summit Surface Partners pave?
- Core paving work is in the Flathead Valley and Northwest Montana. Projects farther out are considered case by case, based on size, schedule, route density and mobilization cost.
- Can we set up an annual pavement program instead of one-off projects?
- Yes. Annual programs cover a portfolio or a multi-year sequence for one property, with the scope for each year set in advance so it can be budgeted rather than reacted to.
